About Theo Lacy Facility

Also known as: Theo Lacy Jail, TLF

The Theo Lacy Facility is a maximum-security jail complex on about 11 acres beside the Santa Ana River in the City of Orange, run by the Orange County Sheriff’s Department. With a maximum capacity of 3,442, it is one of the largest jails in Orange County, and roughly 450 sworn and professional staff work there.

People are not booked at Theo Lacy — every Orange County arrest is booked at the Intake Release Center in Santa Ana first, and many are then housed here. The population ranges from people charged with misdemeanors to those facing serious felonies, plus people already sentenced and waiting to be transferred to state prison. Housing runs from multi-bunk dormitories to one- and two-person cells, based on each person’s classification.
